We understand the concern and uncertainty you may be experiencing surrounding the COVID-19 outbreak. As a precautionary move, Desert Valleys Federal Credit Union has activated its Pandemic Response Plan,which means we will be reducing staff availability and many of our staff will beworking from their homes. As we respond to this rapidly-changing event, we have comprehensive plans inplace to help promote everyone's health and safety as well as providing uninterrupted service. We want to assure you that we are deeply committed to being responsive to the needs of all of our members and employees.

Our goal is mutually beneficial. To provide as many services as possible while protecting our staff and our members from the spread of this virus.

Tips for safe banking -

  • We encourage you to use Desert Valleys Online Banking and Mobile Banking tools for selfservice banking and 24/7 account access. You can deposit checks, make payments, view transactions, check balances, find an ATM and more. Visit www.desertvalleys.org for more information
  • Please avoid branch visits if you are sick, have been exposed to the virus or have traveled to a high-risk area. Health experts are asking us to minimize in-person contact, so please consider using our drive-thru options rather than lobby visits for now. During this period, we are reducing our lobby hours to 10:00am to 2:00pm and eliminating Saturday branch hours. For everyone's safety, we have requested that our employees follow these recommended hygiene practices:
  • Cleaning all workspaces frequently
  • Frequent hand-washing and sanitizing
  • Avoiding touching the face
  • Avoiding close contact with people in general
  • Staying home if sick

Assistance During Tough TimesWe also understand that there may be instances where members find themselves facing financial difficulties. Desert Valleys is here to help and we encourage members who may be impacted by COVID-19 to reach out to discuss how we might be of assistance. Here are just a few options available:

  • Skip‐A‐Pay your next monthly payment on your Desert Valleys personal loan, auto loan, or other non-real estate collateralized loan. In response to the times, Desert Valleys is waiving the $25 fee for Skip-A-Pay through April 30. Our skip-a-pay request form will be available online on March 26th and you can fax, email, or drop it off to us. Due to staff availability, please allow up to 5 days for processing.
  • Overdraft Program which allows members to overdraft their checking account to cover unexpected expenses with no credit check and at zero percent interest. During this difficult period, we have reduced the overdraft fee to $1 to encourage members to use this service as a short-term solution. These fees will remain reduced through April 30.
  • Mortgage and Business Assistance Programs are being developed in conjunction with legislative actions to provide us the tools to do modifications and extensions on these loans. We hope to have a solution for members shortly.
  • 0% Emergency Loans will be available beginning on April 1st for up to $3,000. These loans require documentation of a loss of income within the household as a result of a national or state emergency order. Members may apply online beginning on March 27th.

Safety and Soundness - Your Deposits are Insured by the NCUAWe know you may have some concerns with the economic uncertainty caused by COVID-19. We want to assure you that your money is safe with Desert Valleys. Your deposits are insured up to $250,000 by the National Credit Union Association (NCUA). You can rest assured that we will be there for you when you need it.

Be Aware of COVID‐19 ScamsAs global news about COVID-19 circulates, we are seeing increases in fraud scams through email communications, social media, and commerce. Remember that we won't ask for confidential information - such as your name, password, PIN or other account information. You should also never give this information to any business you have not worked with prior to this crisis. Keep your information safe!

Desert Valleys Team MembersWe are making flexible work arrangements for employees to work from home where possible. For those whose work requires them to be on-site, we have provided guidance to support social distancing, replaced in-person meetings with teleconference options, suspended all business travel, and continue to maintain the highest standards of cleanliness in all our facilities. We have also expanded our leave policies to accommodate employee health circumstances created by COVID-19 and our team members will continue to be compensated.

Our “Audio Teller” voice response banking is available 24/7 at (855) 726-9017. If you do not have access to the internet, you can check balances and get account history through this simple to use phone process. Remember to use this to save time holding for account balances or transaction history.

Stimulus Direct Deposits
The CARES Act was signed into law which grants American citizens a stimulus package based on their income level and number of children in the household. Initial expectations set the target direct deposit date of April 16th. This may be advanced or delayed but we are making preparations for member needs. Please strongly consider leaving the funds in the credit union until needed. Your money is fully insured and the safest place is in our regulated accounts.

With financial assistance programs coming in the weeks ahead, the credit union has been working quickly to ensure that your financial well-being is supported. Desert Valleys is here to help and we encourage members who may be impacted by COVID-19 to reach out to discuss how we might be of assistance. Here are just a few options available:

SBA PPP (Paycheck Protection Program) Program has been designed to provide immediate payroll relief to small businesses most deeply affected by the crisis. The U.S. Chamber of Commerce has produced a detailed guide to the program. Desert Valleys is not currently an SBA Approved Lender but we have submitted a streamline application to participate in this program in support of our members. Applications for approved lenders are due to be initialized as early as April 3rd. Due to our status, we can’t promise an availability date but we will work to get it up as quickly as possible. If you would like to get a jump on the process, sample application forms are online here to help you assemble the necessary information.

Overdraft Program fee waivers will continue through April 30th but we will be reinstating NSF fees on April 16th. We continue to encourage members to utilize our overdraft protection on their checking account to cover unexpected expenses with no credit check and at zero percent interest. SBA Paycheck Protection Program Information

Desert Valleys is pleased to announce that we will begin a third round of PPP lending on May 7th, 2020. We have secured an additional $1.3M in liquidity to support this program. Over the past month, Desert Valleys has worked to provide 68 SBA PPP loans to our community providing more than $3.7M in loans. The application details are below. Desert Valleys is an approved Paycheck Protection Program (PPP) Lender through the Small Business Administration (SBA).

 Some important details:

  • Loans can be for up to two months of your average monthly payroll costs from the last year plus an additional 25% of that amount.
  • Borrowers must complete the attached application and certification. Please use the fillable form. Handwritten applications will likely be delayed.
  • Borrowers must submit such documentation as is necessary to establish eligibility such as payroll processor records, payroll tax filings, or Form 1099-MISC, or income and expenses from a sole proprietorship. For borrowers that do not have any such documentation, the borrower must provide other supporting documentation, such as bank records, sufficient to demonstrate the qualifying payroll amount.
  • Desert Valleys may require additional documentation to establish business ownership.

Mortgage Forbearance Details

We understand that members have been impacted by the COVID-19 crisis. To support your financial health during this crisis, we have designed a forbearance plan for our members with 1st mortgages at Desert Valleys. Please take a moment to review the details below.

What is a Forbearance Plan?

A forbearance plan is an agreement that allows a borrower experiencing a temporary hardship to make a reduced payment or no payment at all during the plan’s term. Under this forbearance plan, you may elect to suspend your monthly payment obligation, as more fully described below, for three (3) months.

We will not pursue foreclosure or other legal action during the forbearance plan term. However, the terms of your mortgage or loan agreement remain unchanged. By not making your payments during the forbearance period interest will continue to accrue, however late fees will be waived for the forbearance plan term. We hope this will be beneficial to you during this time.

Next Steps

Prior to the end of the forbearance plan, we will contact you to discuss your situation and provide information on options that may be available to you. Options may include reinstatement (paying the deferred principal and interest) or re-amortization of the outstanding principal and interest. The re-amortization may cause your payment to increase because the principal and interest not paid during the forbearance plan will be spread out over the remaining term of your loan.

Credit Reporting

We will be reporting your loan as current, affected by natural disaster during the term of the forbearance plan.

Credit reporting agencies may consider whether there is an increased credit risk due to the lack of reporting. We are uncertain as to the impact on your credit score, particularly if you are current on your loan or otherwise have a good credit score. 

  • We reserve the right to revoke this offer or terminate the forbearance plan following your acceptance if we learn of information that would make you ineligible.
  • If you make any payments during the forbearance plan term, those funds will be applied to your oldest past due monthly payment. Funds will be applied to your loan in accordance with your loan and/or mortgage documents.
  • Our acceptance of any payment you make during the forbearance plan does not waive our right to require immediate payment in full of all amounts you owe on your mortgage, including the right to resume or continue foreclosure action, if you fail to comply with the terms of the plan.

Your current mortgage and loan documents remain in effect; however, we are suspending your obligation to make payments during the forbearance plan term.

  • All the terms of your current mortgage and / or loan documents remain in effect during the term of the forbearance plan. Nothing in the forbearance plan shall be understood to be a satisfaction or release in whole or in part of your obligations contained in the mortgage and / or lien documents.

0% Emergency Relief Loans

Desert Valleys is continuing to find solutions for our members effected by the COVID-19 crisis. With stimulus funds pending and bills stacking up, members may now apply online for a 0% Emergency Relief Loan of up to $3,000.

We are offering two loan approval options:

Emergency Relief Loan - $3,000

0% Interest Rate for a term of up to 20 months with a monthly payment of $150 per month. Requirements: 

  • Credit Score >= 640
  • Must be able to document “Earned Income”
  • Must be able to provide proof of financial impact from the COVID19 crisis
  • Must have established credit union membership prior to March 17th

 Emergency Relief Loan - $1,000

0% Interest Rate for a term of up to 10 months with a monthly payment of $100 per month. Requirements:                

  • Credit Score >= 560
  • Must be able to document “Earned Income”
  • Must be able to provide proof of financial impact from the COVID19 crisis
  • Must have established credit union membership prior to March 17th

 “Earned Income” is defined as money from wages, salaries, tips, bonuses, commissions, and self-employment income.

“Financial Impact” is defined as either of the following circumstances:

  • Evidence of lay-off or job displacement without pay for any member of the household. - or -
  • Additional Expenses to provide care for school age children or children displaced from child care centers or school.

The application is subject to credit review and meeting the qualifying criteria.

Based on our county exposure levels, our management feels the appropriate amount of time has passed to begin the process of returning a sense of normalcy to our lives. In this effort, we are beginning to unwind some of our pandemic response actions.

Lobby Expanded Hours With the steady flattening of our state’s transmission rates and the diminished presence of the virus in Kern County, we are beginning the process of returning the branch to normal operations. Not all services or conveniences will be immediately restored. Our staff will be returning to full strength beginning on April 27th. We will also be expanding the lobby hours and lobby restrictions. Thank you to all of our members who have been understanding of service delays and staffing challenges. Our branch availability beginning April 27th will be:

  • Lobby Hours – 10:00am to 4:00pm – Monday thru Friday
  • We will remain closed on Saturday
  • Lobby restrictions will remain to no more than three members.

Member Announcement 12/13/20

In response to recent staff exposure to COVID-19, Desert Valleys will be closing all "walk-in" service beginning tomorrow December 14th. Our current goal is to re-open for lobby service beginning on December 28th. Over the next two weeks we will be operating on a limited staff to allow our ill employees to recover and to allow exposed employees to quarantine. This closure is necessary to ensure credit union operations remain uninterrupted.

All electronic banking services (ATM, Online Banking, Debit Cards) will remain operational and all electronic posting (Checks, ACH) will continue normally.

During this period our drive-up window will continue to operate during our normal hours. We will have limited staff to answer phones and ask for your patience. Additionally, our mobile branch teller window will be open to provide additional availability as of Wednesday, December 16th.

We sincerely apologize for this interruption in our services but these steps are necessary to protect the credit union staff as well as our members.

Just a reminder that under the current state ordered "shelter in home" guidelines, we will NOT be open on Saturdays until further notice.

As the orders are lifted, we will begin working toward normal operating hours again. We appreciate the patience of our members this week and we are still on track to re-open limited lobby hours beginning on December 28th. We have been able to prevent any further spread amongst our staff and those who were diagnosed are recovering

Desert Valleys will be re-opening our lobby to normal operating hours of 10:00am to 6:00pm beginning on January 4th, 2021. Under the Kern County "Shelter in Home" order, we will continue to be closed on Saturdays until the order is lifted. Thank you to our members for their understanding and support as we got our staff healthy and back to work.

In response to recent staff exposure to COVID-19, Desert Valleys will be closing all "walk-in" service beginning tomorrow January 7th. Our "in-branch" service will close at 6:00pm today. We are drastically reducing staff today to protect overall credit union operations. Our current goal is to re-open for lobby service beginning on January 18th.

Over the next two weeks we will be operating on a limited staff to allow our ill employees to recover and to allow exposed employees to quarantine. This closure is necessary to ensure credit union operations remain uninterrupted.

All electronic banking services (ATM, Online Banking, Debit Cards) will remain operational and all electronic posting (Checks, ACH) will continue normally.

During this period our drive-up window will continue to operate during our normal hours. We will have limited staff to answer phones and ask for your patience.

We sincerely apologize for this interruption in our services but these steps are necessary to protect the credit union staff as well as our members.

PPP Second Draw Loans

The PPP Second Draw Guidelines (PPP2) have been released and Desert Valleys is ready to support these requests beginning on Wednesday, January 13th.  

PPP2 loans may be granted to businesses who have received a PPP1 loan and has either completed forgiveness or attests to the full use of the PPP1 funds in accordance with the program guidelines. Each business must be able to demonstrate a 25% reduction in gross receipts during any single quarter of tax year 2020. This evidence will be required during the forgiveness process and not during the application process. The application process includes submitting the PPP2 application (here) and evidence of payroll expenses. However, if the PPP2 is processed by the same lender as a PPP1 request and the loan amount is less than $150,000, then the payroll documentation used for PPP1 can be used and additional documentation is not required at the time of application. If your loan request is greater than $150,000 then we will need evidence of the 25% reduction in gross receipts in addition to the application.

Loan amounts are similar to the first round at 2.5x the payroll expenses for businesses previously documented.
